Corpus Christi Police Chief Floyd Simpson released a letter Wednesday detailing the disciplinary measures taken against the officers that were involved in the arrest of 63-year old Samuel Toomey, a man who confessed to shooting and killing three people in Marina Village Park in Flour Bluff.
